Play a variety of heroes with different powers and weapons
By playing with different weapons and powers, you will learn what their weak points are. For example, if your main PvP character always gets beat by a Fire/Stave character, you could make a Fire/Stave hero yourself and so you can see how other players are able to beat you in combat.
Rather than settling in on a certain hero, power, and movement set right away, you should experiment with a variety of hero types to find out what works best for you. You may find that while a lot of players have success with certain combos, you prefer another playstyle and power set.

Learn how to stun and block
The basis of the PvP system in DC Universe online in stunning and blocking. Stuns are the most powerful form of crowd control as they allow you to damage your opponent while he is unable to control his character.
Blocks are very useful for stopping powerful enemy attacks, so learning how to use these is very important as well. However, many people do not understand how to use their block ability and simply do nothing but block, which is not a good strategy.
